U.S. Clean Air Expert Sam Napolitano

Remarks by Cultural Attaché Katherine Perez, U.S. Embassy Vienna

U.S. Environmental Protection Agency Clean Air Division Director Sam Napolitano visited Austria for a one-week Earth Day speaker program from April 21 to 25. Napolitano held talks to students at the Vienna Modul University and the University of Innsbruck, Tyrol. He explained the U.S. Clean Air and Climate Change policies to the interested public at a panel discussion with EU and Austrian experts, co-hosted by the Styrian provincial government, in Graz, Styria; and he discussed U.S. environment programs with Austrian government officials. The lively discussions showed the deep interest Austrians take in U.S. Clean Air and Climate Change policies when presented on an expert level.

Remarks by Cultural Attaché Katherine Perez



Good morning everyone. On behalf of the U.S. Embassy I would like to welcome you to a talk and discussion about Air Quality and Climate Change Programs in the U.S. I'm Katherine Perez, the Cultural Attaché of the U.S. Embassy.

Please let me first thank Professor Karl Wöber, the President of Modul University, for hosting today's event. It was a most pleasurable cooperation. I hope there will be many more occasions in the future. Thank you.

I'm very pleased that Sam Napolitano has accepted our invitation to speak in Austria. Sam Napolitano is the Director of the Clean Air Markets Division at the U.S. Environmental Protection Agency - the EPA. The EPA is comparable to the Austrian Umweltbundesamt. It was established in 1970 - and I might add - long before most European countries followed suit.

Mr. Napolitano's division runs several air emission trading programs that reduce emissions from the electric power industry to protect public health, welfare, and the environment. The Division also serves as a focal point for the design, evaluation, and training of others on air emission reductions and other environmental trading programs.

Mr. Napolitano has 31 years experience working on pollution issues related to air, water, and waste; over 24 years of that experience has been at EPA. He also spent two years as a Division Director in the Office of the Secretary of Defense, developing environmental compliance policies for military installations worldwide. Before that he was Vice President for the Risk Assessment and Economic Analysis Unit of ICF Incorporated.

Mr. Napolitano holds a Bachelor of Arts degree from the College of the Holy Cross and a Master of Business Administration degree from Cornell University.

I think there are not many experts who would have more insight into "Air Quality and Climate Change Programs in the U.S." Sam, the floor is yours.
