  • On June 4, 2007 the U.S. Embassy co-sponsored the "Marshall Plan Europe 1947, Africa 2007" conference at the Amerika Haus in Vienna.  Opened by DCM Scott Kilner, the event featured such distinguished speakers as Bryant P. Trick from the U.S. Department of State, who outlined the Millennium Challenge Account as a, "model for development aid [.] based on partnership, in which domestic reforms need to occur."  The event not only commemorated the 60th Anniversary of the Marshall Plan, but also set the stage for the debate as to whether the same Allied policies that helped Europe after WWII are suitable for helping Africa now.

    Whereas some speakers such as former EU-Commissioner Franz Fischler put forth plans to increase aid to Africa through the Marshall Plan Foundation, other speakers advised against any monetary aid and supported a galvanized equal trading partnership between Africa and the developed world.

    Following the individual speeches the event featured a moderated panel discussion that detailed the strengths and weaknesses of particular kinds of aid to Africa.  The conference was co-organized by the Austrian Plan Foundation, the Ecological Forum of Europe and the Austrian Institute for International Affairs, all in collaboration with the US Embassy.
