UMWELTTHEMEN UND KLIMAWANDEL

Eine wachsende Weltbevölkerung, die rasche Umwandlung wichtiger Lebensräume für andere Nutzungen, sowie die Verbreitung invasiver, gebietsfremder Arten, stellen eine ernsthafte Bedrohung für die globalen natürlichen Ressourcen und für uns alle dar, die von diesen Ressourcen als Nahrungsgrundlage, als Energielieferanten, zu ihrem Schutz oder zu medizinischen Zwecken abhängen. Marktverzerrende Strategien, die Anreize für eine nicht nachhaltige Entwicklung liefern, machen das Problem noch gravierender. Jedes Jahr gehen weltweit über 89.000 km2 Waldfläche verloren. Jedes Jahr werden giftige Chemikalien, von denen sich manche tausende Kilometer weit ausbreiten und jahrzehntelang in der Umwelt verbleiben, in die Erdatmosphäre abgegeben.

Zahlreiche Umweltprobleme halten sich nicht an Grenzen und bedrohen die Gesundheit, den Wohlstand und sogar die nationale Sicherheit der Amerikaner. Die Pestizidbelastung von Nahrung und Wasser, Luftverschmutzung und invasive Pflanzen- und Tierarten können unserem Wohlergehen und unserer Wirtschaft schwer zusetzen. 25 % der rezeptpflichtigen Medikamente haben ihren Ursprung in den rasch verschwindenden tropischen Wäldern. Wenn Menschen weltweit der Zugang zu Energie, sauberem Wasser, Nahrung und einer lebenswerten Umgebung fehlt, kann sich daraus resultierende wirtschaftliche Instabilität und politische Unruhe für die Amerikaner in der Form von teuren friedenserhaltenden Maßnahmen und humanitären Interventionen oder verlorenen Märkten bemerkbar machen.

Der Umgang mit diesen Problemen und das Erzielen einer nachhaltigen Verwaltung der natürlichen Ressourcen welweit erfordert die Kooperation und Einsatzbereitschaft aller Länder. Das U.S. Außenministerium, mit seinen Umweltabteilungen im Bureau of Oceans and International Environmental and Scientific Affairs und in Zusammenarbeit mit anderen Bundesbehörden, ist bestrebt, eine solche Kooperation und Bereitschaft durch eine Vielfalt von diplomatischen Vorgehensweisen auf globaler, regionaler und bilateraler Ebene zu erreichen. Dazu gehören die Aushandlung wirksamer, wissenschaftlich fundierter globaler Verträge sowie die Förderung ihrer Umsetzung, ebenso wie die Ausarbeitung internationaler Initiativen mit wichtigen Ländern, um die Kräfte des Marktes für die Sache der nachhaltigen Entwicklung zu nutzen, und die Schaffung außenpolitischer Rahmenbedingungen, in denen sich innovative Public-Private Partnerships unter Einbindung der Interessen der U.S.A. sowohl in den Industrienationen wie auch in den Entwicklungsländern weltweit gut entwickeln können. Diese Verlagerung von Umweltthemen in das Hauptgebiet der amerikanischen Außenpolitik wird mit dem Begriff "Umweltdiplomatie" (Environmental Diplomacy) umschrieben.
