RÜSTUNGSKONTROLLE
Massenvernichtungswaffen - nukleare, biologische oder chemische - im Besitz von feindlichen Staaten und Terroristen stellen eines der größten Sicherheitsherausforderungen dar, denen die Vereinigten Staaten begegnen müssen. Wir müssen eine umfassende Strategie verfolgen, um dieser Bedrohung in all ihren Dimensionen entgegenzuwirken.
Eine wirksame Strategie gegen Massenvernichtungswaffen, einschließlich deren Verwendung und Weiterverbreitung, ist ein wesentlicher Bestandteil der Nationalen Sicherheitsstrategie der Vereinigten Staaten von Amerika. Wie beim Kampf gegen den Terrorismus, unserer Strategie für Heimatschutz und unserem neuen Konzept zur Abschreckung unterscheidet sich auch der Zugang der U.S.A. zur Bekämpfung von Massenvernichtungswaffen grundlegend von dem der Vergangenheit. Um erfolgreich zu sein, müssen wir die sich heute bietenden Möglichkeiten voll ausschöpfen, einschließlich der Anwendung neuer Technologien, verstärkter Betonung auf Sammlung und Analyse von geheimdienstlichem Nachrichtenmaterial, Stärkung der Beziehungen zu Alliierten und der Gründung neuer Partnerschaften mit ehemaligen Gegnern.
Massenvernichtungswaffen könnten es Gegnern ermöglichen, die Vereinigten Staaten, unsere Militärkräfte im In- und Ausland, sowie unsere Freunde und Alliierten massiv zu schädigen. Manche Staaten, einschließlich mehrer, die den Terrorismus in der Vergangenheit unterstützt haben und dies weiterhin tun, besitzen bereits Massenvernichtungswaffen und versuchen ihre Kapazitäten zum Zwecke der Nötigung und Einschüchterung weiter auszubauen. Für jene Staaten sind das nicht Waffen, die im äußersten Notfall eingesetzt werden, sondern militärisch nützliche Waffen ihrer Wahl zur Überwindung der Überlegenheit unseres Landes im Bereich der konventionellen Streitkräfte und zur Verhinderung einer Reaktion unsererseits auf aggressive Akte gegen unsere Freunde und Alliierten in Regionen von zentralem Interesse. Zusätzlich versuchen terroristische Gruppen in den Besitz von Massenvernichtungswaffen zu gelangen, mit dem erklärten Ziel, einen große Teil unserer Bevölkerung sowie der Bevölkerung unserer Freunde und Alliierten ohne Bedenken und Warnung zu töten.
Wir werden es nicht zulassen, dass uns die gefährlichsten Regime und Terroristen der Welt mit den vernichtendsten Waffen der Welt bedrohen. Wir müssen dem Schutz der Vereinigten Staaten, unserer Streitkräfte, und unserer Freunde und Alliierten vor der bestehenden und wachsenden Bedrohung durch Massenvernichtungswaffen höchste Priorität einräumen.
