HEIMATSCHUTZ
"... Die Ereignisse des 11. September 2001 haben auf dramatische Weise die Bedrohungen eines neuen Zeitalters vor Augen geführt. In den beinahe 3 Jahren seit der Angriffe, haben wir einen ständigen, unnachgiebigen, entschlossenen Kampf gegen Terroristen geführt. Wir bekämpfen sie außerhalb Amerikas, damit wir nicht hier in Amerika mit ihnen konfrontiert sind, und wir ergreifen noch nie dagewesene Maßnahmen, um unsere Heimat zu verteidigen. Seit September 2001 haben Amerika und unsere Alliierten tausende Terroristen gefangen genommen oder getötet, terroristische Regimes in Afghanistan und im Irak beseitigt, Libyen davon überzeugt, seine Massenvernichtungswaffen aufzugeben und das weltweit gefährlichste Handelsnetzwerk für nukleares Material zerschlagen. ....
Wir haben ein neues Department of Homeland Security (Ministerium für Heimatschutz) geschaffen, das eine einzige Aufgabe hat - das amerikanische Volk zu schützen. Wir haben bessere Kommunikationsnetze geschaffen, um örtlichen Behörden sofort Informationen über kurzfristig auftretende Bedrohungen zur Verfügung stellen zu können. Wir wandeln das FBI in eine Behörde um, deren Hauptaugenmerk darauf liegt, dem Terrorismus Einhalt zu gebieten. Und wir haben ein neues Northern Command innerhalb des Department of Defense geschaffen, mit der Aufgabe, Amerika zu verteidigen. Um das Land besser zu schützen, haben wir Personal des Ministeriums für Heimatschutz in ausländischen Häfen positioniert, die Sicherheit auf heimischen Häfen und Flughäfen verstärkt und bessere Visaverfahren für jene, die in unser Land einreisen, eingeführt. In großen Städten arbeiten wir mit der neuesten Technologie, um biologische Kampfstoffe aufzuspüren und haben für den Notfall ausreichend Pockenimpfstoff für alle Amerikaner vorrätig ..."
